He is the technical assistant manager of the National Statistics Institute (INE) responsible, among other things, for implementing the system of prices and reference indexes for public purchases and the activation of the National Statistical System.
In his 15 year career he has coordinated presidential reports, goal systems, directed Guatemala's public credit (loans and bonds), represented the country in international committees and toured all positions in the administrative career. He has been a consultant to corporations in Guatemala and international organizations in monitoring, evaluation, design and implementation of public policies, budget systems and public management.
He has a Masters in management and public policy, economics and finance. He has specialized in different areas of knowledge at universities such as George Washington University in Washington and Columbia University in New York.
